Some say ONA, founded in 1973 and still run by Andrew Marshall, has ceased to fulfill its purpose: looking beyond the immediate budget horizons to the strategic game-changers of tomorrow. Or they say the office, which not only has its own analysts but also outsources much to various companies and think-tanks, could stand a budget cut. Perhaps, and yet the paltry potential for savings is not worth the risk of blinding this set of independent and farseeing eyes.
